CLIMATE AND ENVIRONMENT

AB 11 - Requires the Strategic Growth Council (SGC) to establish up to 12 regional climate change authorities that will coordinate climate adaptation and mitigation activities for their region by January 2023.  In establishing the authorities, SGC will adopt guidelines that define each regional climate change authority, ensure there is a stakeholder-driven process for the establishment of the authorities, solicit public comments in the creation of guidelines, and consult with the Office of Planning and Research and other relevant state agencies.

AB 223 - Makes it unlawful to uproot, remove, harvest, cut, or otherwise take dudleya from its natural habitat on land owned by the state or local government or on property that is not one’s own.  It also makes it unlawful to sell or possess with the intent to sell any dudleya illegally taken from its natural habitat and establishes minimum penalties of $5,000 per plant for the first offense, and $40,000 per plant for any subsequent offenses.  (Sponsor: California Native Plant Society)

AB 1500 – (Principal CoAuthor) – Enacts the Safe Drinking Water, Wildfire Prevention, Drought Preparation, Flood Protection, Extreme Heat Mitigation, and Workforce Development Bond Act of 2022, which, if approved by the voters, would authorize the issuance of $6.7 billion in general obligation bonds to finance projects for safe drinking water, wildfire prevention, drought preparation, flood protection, extreme heat mitigation, and workforce development programs.

HOUSING AND HOMELESSNESS

AB 482 - Extends the sunset date of legislation enacted in 2017, which authorized housing authorities in the City of San Diego and the County of Santa Clara to develop mixed-income housing projects, including those targeted for middle-income individuals and families.  (Sponsor:  City of San Diego)

AB 500 - Requires local governments to amend their Local Coastal Programs (LCPs), by a specified date, to identify the circumstances and locations under which accessory dwelling units, junior accessory dwelling units and supportive housing projects would be exempt or would qualify for a waiver for a Coastal Development Permit (CDP).  It also returns the California Coastal Commission’s statutory authority to protect and provide affordable housing for low and moderate income individuals in the coastal zone.

EDUCATION

AB 340 - Amends California law to conform to federal law and permit taxpayers to benefit from the recently approved provisions in the Setting Every Community Up for Retirement Enhancement (SECURE) Act of 2019.  Californians with ScholarShare and other 529 savings accounts would be allowed to utilize these funds to pay student loan debt and expenses related to qualified apprenticeship programs, in addition to the other qualified education expenses already allowed under state law.  (Sponsor: California State Treasurer Fiona Ma)

AB 421 - Changes noncredit Career Development and College Preparation Managed Enrollment courses from calculating attendance based on positive attendance to calculating attendance based on a census date. (Sponsor: San Diego Community College District)

Assembly Concurrent Resolution (ACR) 53 - Urges the California State Board of Education to establish and manage a nonmonetary Purple Star Schools Award Program to acknowledge public schools that demonstrate excellence in developing best practice procedures to facilitate the integration and academic success of military school-age students in public schools.

TRANSPORTATION

AB 302 - Allows the San Diego Metropolitan Transit System (MTS) to enter into contracts to regulate for-hire vehicle transportation services for the County of San Diego and any City within the County of San Diego.  (Sponsor: San Diego Metropolitan Transit System)

AB 950 - Authorizes the California Department of Transportation to sell excess property to cities and counties for the development of long-term affordable housing at the property’s original acquisition value.  (Sponsor:  California Department of Transportation)

PUBLIC SAFETY

AB 311 - Prohibits the sale of ghost guns at gun shows so consumers will no longer be able to bypass the gun registration process.  (Sponsor: Brady Campaign to Prevent Gun Violence)

CIVIL RIGHTS

AB 218 - Enables transgender Californians to update their marriage certificates and birth certificates of their children to accurately reflect their legal name and gender, while still protecting their privacy.  (Sponsor: Equality California)

AB 514 - Amends the Code of Civil Procedure commonly known as the “revenge pornography” statute to ensure victims are not forced to pay a bond for a wrongdoer to cease distribution of the “revenge pornography” materials.  Clarifies that a person who redistributes such material is held accountable, if that person knows or should know the victim in the material has an expectation of privacy.

CANNABIS

AB 725 - Eliminates the 50 percent tax penalty on late filings or payment for cannabis excise and cultivation taxes, while maintaining the 10 percent late penalty assigned to all other business types. (Sponsor: California Cannabis Manufacturers Association and Kiva Confections)

LABOR

AB 991 – Expands presumptive coverage for hernia, pneumonia, heart trouble, cancer, tuberculosis, bloodborne infectious disease, methicillin-resistant Staphylococcus aureus skin infection, meningitis-related illnesses, and illness or injury related to post-traumatic stress disorder or exposure to biochemical substances to a full-time San Diego lifeguard employed by the City of San Diego Fire-Rescue Department.
